Similar to other prestigious conferences we adhere to the following policy regarding arXiv papers:
Our policy is based upon the following particular definition of “publication”. A publication is defined to be a written work that was submitted for review by peers for either acceptance or rejection, and, after review, was accepted. In particular, this definition of publication does not depend upon whether such an accepted written work appears in a formal proceedings or whether the organizers declare that such work “counts as a publication”.
Note that such a definition does not consider an arXiv.org paper as a publication because it cannot be rejected. It also excludes university technical reports which are typically not peer reviewed. However, this definition of publication does include peer-reviewed workshop papers, even if they do not appear in a proceedings. Given this definition, any submission to ACM Multimedia should not have substantial overlap with prior publications or other concurrent submissions.
So note: a Technical Report (departmental, arXiv.org, etc.) that is put up without any form of direct peer-review is NOT considered a publication and is therefore allowed, but should NOT be cited. Likewise, mention of the work under review in a presentation is NOT considered a violation.
SIGMM is ACM¹s Special Interest Group on Multimedia supporting the international community of researchers, practitioners, and students dedicated to research and development of next-generation technologies and applications of multimedia. We support the core principle of inclusion in and open access to international scientific interaction, and thus endorse the statements issued by ACM regarding Open Conference.
Additionally, in view of the potential challenges for certain community members to attend SIGMM conferences, we are exploring appropriate multimedia solutions whenever feasible (such as video recording, remote presentation, or remote participation) to mitigate potential restrictions on in-person participation at the conferences.
We strongly encourage each and every multimedia community member to continue active engagement in our vibrant community. For any further questions, please review updates on this web site or feel free to contact the conference organizers.
The open exchange of ideas and the freedom of thought and expression are central to the aims and goals of ACM and its conferences. ACM urges the lifting of the visa suspension at or before the 90-day deadline so as not to curtail the studies or contributions of scientists and researchers.
For people who cannot attend the conference because of the travel ban, you may submit a video for oral presentation.
